Yes! Foreign driver’s license conversion will be available on-site for those who have held their license for at least 1 year. To complete the process, you’ll need to bring specific documents.
If you held a valid foreign driver’s license for less than 3 years before making Aliyah, you should be prepared to take a road test as part of the driver’s license conversion process. You must present the following documents:
Physical Copy
* Teudat Zehut or a valid passport (Israeli or foreign)
* Teudat Oleh or Zakaut (for non-Mahal soldiers)
* Choger
* Valid foreign driver’s license
Digital Copy
Completed Rashal (רש”ל) form, which includes an eye test by an optometrist and a health declaration – Click Here.
If Needed
*Any previous licenses (in addition to the physical copy of your current license)
*Doctor’s medical clearance letter – Required if you take medication regularly or have/had any medical condition listed on the Rashal form. The letter must clearly state that your condition or medication does not affect your ability to drive. The phrases כשיר לנהיגה or אין מניעה מנהיגה should appear in the letter.
If you held a valid foreign driver’s license for at least 3 years before making Aliyah, you do not need to take the road test. This is only applicable to Yom Siddurim, not if you convert your driver’s license directly with Misrad Harishui (Ministry of Transport and Road Safety).
However, you are still required to:
* Submit a valid license
* Complete the Rashal form with the optometrist’s eye exam and health declaration
* Provide physical proof of 5 years of driving history (such as a previous license showing the original issue date, or an official letter from your foreign licensing authority with your driving history).
We recommend bringing everything you have. Some processes may not be possible without original documents, but our team can guide you on next steps and alternative solutions.
Participation in Yom Siddurim is free for Lone Soldiers. Some services, such as license conversion or passport renewal, may require standard fees.
You should first speak with your Commander or Welfare Officer (Ktzinat Tash). If you still need help, contact Merkaz Habodedim.
